Sales of Helldivers 2 on Steam in regions where creating a PSN account is not feasible were restricted by the decision of the publisher, PlayStation PC LLC. This information was relayed by Valve's digital store support in response to a customer inquiry.
A Valve representative clarified that this was the extent of the information available and that the company lacks further insights into Sony's decision. Steam support recommended that the customer reach out directly to the publisher for additional assistance.
So, it looks like Valve is not involved in the limitations on the sale of Helldivers 2 and Ghost of Tsushima in over 180 countries. Previous debates on forums and social media about Valve's role in this decision were addressed in this response. Sony has not yet provided any comments on the matter.
Earlier on, Arrowhead's CEO stated that he was still in talks with Sony regarding this issue.
